There could be two reasons causing rashes in the gluteal region. One is there could be a dry skin causing it a rash which could be an eczema other thing could be a fungal infection. So these are two extremities. So if it is because of eczema or dry skin causing eczema in the gluteal region, we have to apply moisturizers or steroid creams. If it is fungal infection, then creams alone will not suffice. Only topical application will not be enough. You need to take oral antifungals and for that you need to consult your dermatologist.
