Fluocinolone is a milk protein steroid. It is used topically in treatment of various skin problems. Use of this in prevention of hair fall is used in certain conditions like alopecia areata where an underlying phenomena is the cause of hair fall. But otherwise I will not recommend use of fluocinolone for any hair fall. As it is a steroid it will have its own problems and it will not be recommended to use without a proper recommendation from the dermatologist.
